British war forgery of the Bavarian King Ludwig issues
The stamps were forgered by the British to damage the Bavarians but probably never used for any activities. The background to do this was probably that Germany was divided into different parts (Saxony, Bavaria etc.)

Identification of war forgeries:
The print of war forgery is more true to detail than the genuine stamp. The reason for that is you can see the grid on the forgery contrary to the original stamp. The genuine stamp looks more fuzzy.
Background:
Like the forgeries for the Third Reich (Germania) the reason to use these values was the postage, which cost 15 Pf. for a letter till 20 gr. and 25 Pf. till 250 gr. for domestic transport within the period from 01.08.1916 till 30.09.1919. Therefore these stamps could have been combined at choice.
The war forgery was almost certainly made by the company Harrison & Son.
